Position Overview
The Digital Impact Alliance (DIAL) is a “think, do, replicate” tank that investigates digital transformation best practice at the national, regional and global level. We combine practical research with evidence-based advocacy to identify which digital efforts work, package them as re-usable solutions and encourage their use.
DIAL is funded through a collaboration among the Bill & Melinda Gates Foundation, the United Kingdom’s Foreign & Commonwealth Office (FCDO) and the Swedish International Development Cooperation Agency (Sida), and hosted within the UN Foundation in Washington, D.C.
The Senior Director, Finance and Program Operations, DIAL is the fiduciary and operations leader for DIAL reporting directly to the CEO. S/He oversees all donor financial management, grant compliance, budget development and will ensure smooth program operations across the organization. He/ She will be someone who sees the big picture, understands how finance and business operations support programmatic ambitions and works collaboratively with donors, internal UNF Finance, and programmatic colleagues within DIAL to manage finance and programmatic delivery against organizational KPIs.
The role requires an experienced Finance and Business Administration leader who has worked extensively with grant funded programs in the international development sphere. He/she will have a proven track record of working in large, complex international development &/or humanitarian projects managing program health by managing dashboards and tracking milestones across multiple programs and managing over $50M in program funding across U.S. and international donors. S/he will be a leads team member and will run the organizational wide annual planning process and measurement programs for DIAL.
This position is full-time with benefits based in our in our Washington, D.C. office with Seattle, WA as secondary remote option.
Essential Functions
- Oversee and manage the financial and organizational health of DIAL, including ownership of the KPIs and core donor agreements
- Manage, coach and mentor the Programs & Operations team to ensure best practices in program and budget management are implemented in a consistent manner across the organization
- Responsible for the relationship management with teams across the UN Foundation for finance, contracts, onboarding new donors, and talent management
- Lead on DIAL’s financial system tools, tracking expenses and cashflow for the organization in compliance with DIAL’s donor requirements, US accounting standards and UN Foundation’s standard financial practices
- Guide DIAL’s annual work planning and budgeting process, collaborating with colleagues across the organization to develop detailed workplans with assumptions, own organization-wide risk log and budget information for Board approval
- Partners closely with the Director of Strategy and Business Development on RFP/RFA processes and managing potential opportunities through Salesforce to ensure an up-to-date pipeline that reflects DIAL’s financial health
- Lead on and advise DIAL’s leadership on donor compliance and provide training on financial management, record keeping, operational systems, and policies, as needed
- Analyze DIAL expenses, including production of donor financial reports, on a monthly and quarterly basis to share with DIAL’s donor and Board
- Ensure preparation and submission of complete and accurate financial reports and cash requests to UN Foundation and DIAL’s donors
Selection Criteria
- At least ten (10) years of experience in supervising administrative and financial management of large-scale, donor-funded projects, leading finance and operations aspects of projects, including procurement, general administrative processes, subgrant management, financial management. At least five (5) years must be supervising such activities on FCDO, Bill and Melinda Gates Foundation, German government or USAID-funded projects
- A minimum of seven (7) years with overseeing compliance with donor requirements for activities of similar dollar value. Experience overseeing a multi-cultural, virtual team covering multiple aspects of financial and administrative management needed
- Excellent financial management skills with analytical and computer skills. Extensive experience and knowledge of financial management and reporting processes and procedures
- Master's degree in Business Administration, Finance, Accounting or another relevant field preferred
- Knowledge of Generally Accepted Accounting and Auditing Principles and laws, rules, and regulations, and in financial and forensic audits of donor-funded projects
- Financial and administrative skills, including mastery of relevant software, such as Salesforce, MS Office suite, and QuickBooks
- Experience in proposal budgeting and management of subgrantee organizations, preferred.
- Passion for knowledge management and records retention
- Ability to plan, organize, implement, evaluate, and modify financial programs, informational support systems and processes working with individual from many cultures
- Tolerance for ambiguity and proven ability to set up structures in new organizations
- This position will have case interviews and some preliminary prep work as part of your interview process
- Ability to work under pressure and handle stress
- Must have legal authorization to work in the U.S.
